Government Affairs & Standards Manager    

Position Description

The VPPPA Government Affairs & Standards Manager is responsible for assisting with developing and executing congressional strategies and maintaining awareness of pending OSHA standards and provide key advice and regulatory language modifications that support VPPPA business goals and strategic objectives. This person is responsible for maintaining strong working relationships with federal and state agencies (i.e. OSHA, DOE, DOD), policymakers, allies, and other key stakeholders. This position reports directly to the Director of Operations but will work with other  departments and board members on projects as assigned. The ideal candidate is a driven, self-starter that works well under pressure that can manage multiple deadlines while continuing to move projects forward. 

PRIMARY ROLES AND RESPONSIBILITIES

Program Management:

•Work closely with the Operations Director and assigned personnel to develop federal policy platforms and legislative agendas that support VPPPA objectives.

•Monitor, analyze, and report on emerging legislation, regulations, and policy developments on Safety & Health, VPP, and advise the VPPPA leadership on policy positions.

•Support drafting and submission of position letters and public comments to promote VPP and the VPPPA initiatives.

•Research and prepare issue briefs, one-pagers, action alerts, bill summaries, talking points, internal memos, and other content as needed.

•Manage and coordinate meetings and events with OSHA officials, congressional elected and appointed officials and their staff, including decision makers from both sides of the aisle.

•Build and maintain exceptional professional relationships with policymakers, Federal and State agencies, the OSHA administration, Labor Groups, and coalitions, including effectively engaging both liberal and conservative groups.

•Seeks opportunities to promote the association’s positions to labor organizations and government agencies

•Serves as staff liaison to national board of director for Legislative and Regulatory affairs.

Program Administration:

  • Keeps abreast of current issues relative to the association and area of responsibility and monitors and analyzes legislative developments on all major issues impacting worker safety and health and the environment.
  • Develop and distributes the electronic newsletter Washington Update to keep members informed of developments relevant to occupational safety and health
  • Researches and writes copy for the association’s quarterly publication, The Leader, VPPPA newsletters, online content, promotional and informational publications
  • Compiles formal comments, position papers, congressional testimony, memoranda, reports and other member communications
  • Coordinates the association’s outreach to key agencies such as federal and state-plan OSHA, DOE, DOD, EPA and NIOSH
  • Coordinates and implements VPPPA’s congressional outreach efforts
  • Serves as primary contact and coordinator for grassroots efforts
  • Promotes and facilitates member communication and involvement in the legislative and regulatory process
  • Seeks opportunities to promote the association’s positions to labor organizations and government agencies
  • Serves as staff liaison to national board of director for Legislative and Regulatory affairs.
  • Attend Congressional proceedings and hearings relating to VPP and OSHA generally
  • Consistent communications Department of Energy (DOE), Department of Defense (DOD), other associations concerned with OSHA and ISO participants
  • Engage VPPPA members in writing letters and contacting targeted members of Congress and the Administration consistently
  • Produce a substantive marketing campaign for the annual conference that overlays with communication and membership
  • Completes other duties as assigned by the Operations Director.
  • Contribute input and participate in strategic annual planning.
  • Contribute towards a positive, productive, and collaborative working environment.

  • Remain accountable for position responsibilities and develop ongoing individual leadership and talent plan.
  • Maintain accurate records in databases and tracking systems, updated in a timely manner for effective information sharing in our remote culture.


    EXPERIENCE AND QUALIFICATIONS

 

We are especially interested in candidates who have Safety & Health System administration experience with a good working knowledge of OSHA and congressional standard and policy creation.  Must have strong written and verbal communications skills, and a passion for bridging divides and bringing people together around a common cause. Other qualifications include:
  • 5 years minimum experience in Safety & Health and preferably one to two years of experience working with government affairs or related function.
  • Bachelor’s degree in Safety, Government Affairs, business, communications or related field
  • Ability to work as a team and independently
  • Flexible and willing to adapt quickly to new challenges and processes
  • Excellent verbal and written communication skills
  • Skills and the ability to coordinate advocacy initiatives from development to execution.
  • Must have ability to meet deadlines and manage multiple projects in an organized manner.
  • Must be detail oriented.
  • Technical skills include proficiency with Microsoft Office Suite applications (Word, Excel & PowerPoint).
  • Willing to take initiative, exercise good judgment, and use diplomacy and discretion.
  • A roll-up-your-sleeves, no-job-too-small, go-the-extra-mile work ethic.
  • A values-based, principled approach and willingness to work with people you don’t always agree with to advance positive change.

More about the job

This full-time salaried position will work remotely in the Washington, D.C. area. Reliable access to an internet connection and willingness to spend significant time working from a computer will be necessary to perform this job. Some cross-country travel will be required post-COVID (currently all travel is paused).
